HCM 9.2: EOEN_MSG taking a long time to process on INSERT INTO PS_HR_DIRECT_REP_5

Symptoms
The EOEN_MSG message is taking long time to process. The message takes several minutes to process an insert into the PS_HR_DIRECT_REP_5 table.
In some other scenarios, the EOEN_MSG is timing out.
Steps to replicate the issue:
1. Perform any of the below Events for Direct Reports:
- AssignmentAdded – New Empl Rcd created
- AssignmentTerminated – Assignment (Job) terminated
- DRDepartmentManagerUpdated – Department manager changed
- DRDepartmentUpdated – Department ID changed
- DRPositionDataUpdated – Position data reporting changed
- DRPositionReportingUpdated – Position or Reports To updated
- DRSupervisorUpdated – Supervisor changed
- DRStatusUpdated – Effdt and Status updated
2. PeopleTools > Integration Broker > Service operations Monitor > Monitor Asynchronous services , select Group By : Service Operation and click on Refresh
Check the Status of the Service Operation EOEN_MSG
