SpeedChart is not Change a Purchase Order (PO) Distribution Line after PO was Dispatched (Doc ID 2385522.1)

Symptoms

The PO with Status = Dispatched and Amount only = Y cannot change its Distribution line using SpeedChart if has split distributions.

If followed the instructions from the KM Doc < Cannot use Speedchart on Dispatched PO after Cancelling Distribution (Doc ID 2077902.1) >, first it has to cancel PO distribution line.

Then when add the Distributions using SpeedChart with split distributions, the first line remains Canceled instead to be Open.

Steps to Reproduce the Issue:

1. Create a SpeedChart with multiple distribution lines
2. Create PO with Amount only with one distribution line.
3. Add the SpeedChart created above and Press Ok to message 10200,770

Speedchart cannot be used on a Distribution page if the PO is dispatched at least once. (10200,770)
Please cancel the distribution lines.If the PO is dispatched or a change order is created then user has to cancel the existing distributions and then use a Speedchart. Please delete any unsaved PO Distribution lines before adding speed chart.

4. Cancel distribution
Notice the PO Distrbution line has Status = Canceled
5. Add the SpeedChart
Notice the first line in the PO distribution has Status <Canceled> instead of Open.
