Students Who Have a Program Change with a Future Admit Term are not Picked up by the Consolidated Statistics Process.

On : 9.2 version, Consolidated Statistics
A student was reported to NSC in the first submission of the term. After that a Program Change row was added to Student Program/Plan with a date that falls prior to the As of Date on the Academic Statistics Period being run. The Admit Term used on this row is a future term. When the consolidated statistics process is run, the student is not picked up by the process.
The issue can be reproduced at will with the following steps:
1. Navigate to Records and Enrollment > Career and Program Information > Student Program/Plan and add a new row with a program change action and a future admit term. Make sure the effective date falls prior to the as of date used on the Academic Statistics Period set up.
2. Navigate to Records and Enrollment > Enrollment Reporting > Consolidated Statistics > Process Consolidated Statistics and run the two step process.
3. Check PS_STDNT_CONS_STAT and there is no row for the student.
