Absence Request Routes to Error Step when No Approvers Found

Symptoms
When an employee submit an Absence Request, the approval chain shows that there were 'No approvers found' for Absence by Posn Supervisor. And routes the transaction to Multiple Approvers in an error Error Step.
Also, when manager view Absence Request History, it lists "there are no direct reports" for the current date, but lists Direct Reports for history and future dates.
Direct Reports should be displayed for current date, and the transaction should be routed to the manager based on the User List defined for the Absence by Posn Supervisor process.
The issue can be reproduced at will with the following steps:
1. Submit Absence Request for current date
2. Note the current step is skipped due to 'No approvers found' for Absence by Posn Supervisor and routed to Multiple Approvers in an error Error Step.
