E-AWE: Error Steps And/Or Insert Of Adhoc Approvers Are Unexpectedly Self Approved. (Doc ID 2389232.1)

 Approval Workflow (AWE)

AWE Process, where Creator is Skipped, and later added as Ad Hoc Approver, results in Step being Self Approved.   Or when no Error Step occurs at end of Chain, it is Self Approved by one of the previous Approvers.

The inserted Ad Hoc step should not go to Approved, until assigned Approver actually approves.  Nor should an Error Step be Self Approved

The issue can be reproduced at will with the following steps:
1. Create Journal by User.
2. That User is Skipped.
3. Ad Hoc step inserted with Journal Creator as Approver.
4. Step goes Approved.
