E-IB: Getting "External System Contact Error (158,10721)" And certificate_unknown Error Pinging Third Party Node, Even After 3rd party CA Imported if Network Proxy is Used (Doc ID 2389926.1)

Symptoms

On : PT 8.53 version, Integration Broker

Pinging external node returns "external system contact" (158, 10721) error

Customer is on PT 8.53.27, and when pinging external node from Test env, they get
an "external system contact" error.

 "External System Contact Error (158, 10721)"



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up Test env like the customer
2. Attempt to ping https://staging.something.com/...  Node

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, developers cannot testing web service integration in Test environment.
