Symptoms
When attempting to activate a lease amendment, the following error occurs.
ERROR
-----------------------
Total lease payments have not been fully allocated across the assets.
STEPS
-----------------------
1. Create a lease with add Base rent and Prepaid rent with start date as 1/1/2018
2. Activate the lease
3. Create an Amendment with transaction date as current date
4. Do not make any changes to the Amendment
5. Save the Amendment so that unallocated amount becomes zero
6. Activate the amendment
7. Getting error that total lease payments have not been fully allocated across the assets

Due to this issue, users cannot make an amendment to a payables lease.
