ACTUAL BEHAVIOR
---------------
When delegating GSS transactions to an employee who does not have manager roles, that employee will not be able to access the MSS Fluid Homepage to get the tiles needed to action the transactions. If the proxy has the direct email link to approve a transaction or Push Notifications are enabled they can access it, but otherwise they will have no way to search for approvals needing their attention.
EXPECTED BEHAVIOR

Proxy will have access to the necessary pages to initiate and approve transactions, and see the delegate's direct reports.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Delegate GSS transactions to an employee (proxy) without manager access already
2. Log on as proxy
3. Proxy will not be able to see tiles needed to action the transactions
