E-AE: How To Disable Runstat On Temporary Tables? (Doc ID 2391634.1)

Goal

The Time and Labor processes in PROD are very time consuming, and customer found that 80% of the time are used on Runstat on temporary tables.  To improve the performance of TL_TIMEADMIN process, they want to try to disable Runstat on temporary tables.
How to disable Runstats on temp tables?
 
Should it be set up to DBFlags to 8+1, which is 9 in order to keep the original feature plus disable %UpdateStats?
 
Where to set the DBFlags parameter? Please clarify where and how to set DbFlags when running an Application Engine program ?

Finally, how will it impact the overall performance on TL_TIMEADMIN?
