System Allows User to Receive in Decimal Quantity Leading to Putaway Errors (Doc ID 2391928.1)

Item Setup: Item (SHARE/TAB01)is setup with CS as default Stocking UOM 1 CS = 16 EA at Units of Measure page on Define Items

Steps to Reproduce the Issue:
1) Create a Purchase Order USXXX/243 using Item above 100 CS quantity.
2) Create Receipt (USXXX/126) using the Purchase Order
3) After clicking on Pending Link, there was a confusion user just thought its 1600 CS then he changed 1600 to 100 
4) And then system just converted 100 CS into 6.2500 CS.User changed 1600 to
5) Save the Receipt

Actual results:
System is allowing user to create Receiving in decimal quantity and then it did not putaway and appearing in staging error.
Detail: So, Now the received quantity is 6.2500 after saving this it does not putaway and its appearing in Staging error.
