ACTUAL BEHAVIOR
---------------
Course ranking scheme of Reverse Course Catalog does not always select the class with the highest catalog number to satisfy the requirement line.

EXPECTED BEHAVIOR
-----------------------
Expect the class with the higher catalog number to be used to satisfy the requirement line.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up a requirement where the Line Item Parameter has Course Ranking Scheme set to Reverse Course Catalog at Academic Advisement > Academic Requirements > Define Academic Requirements.
2. Enroll a student into two classes that can satisfy the requirement line.
3. Class with the highest catalog number is not used.
