Users Need "PeopleSoft Administration" Role To Submit Travel Authorizations

During testing, we found a problem with the “Create / Modify Travel Authorizations” page (menu path = Main Menu > Travel and Expenses > Travel Authorization > Create/Modify). Only users with the PeopleSoft Administration role can access the “Summary and Submit” page.
When creating a new Travel Authorization, users with the PeopleSoft Administration role click the “Summary and Submit” link and move to the second page without any problem. However, for users who lack this role it is a dead link. When they click on it, nothing happens.
What have we overlooked? How do we allow users to submit Travel Authorizations without granting everyone Administrator privileges?
