WENR Service Indicator Impact Doesn't Prevents All Enrollment Activity (Doc ID 2394312.1)

On : 9.2 version, Constituent Data

According to PeopleBooks, the WENR impact, "Prevents all enrollment activity other than drops that result from the Student Records withdrawal process or the Student Financials cancellation process." In customer testing, customer found that a student assigned a service indicator with the WENR impact is able to drop classes in self-service. Also, administrative users can drop students with this service indicator via Quick Enroll. Customer understanding based on the language above was that all drops would be prevented (except term withdrawal and cancellation for non-payment).

The issue can be reproduced at will with the following steps:
1. Assign WENR Service Indicator to Student
2. Main Menu > Records and Enrollment > Enroll Students > Quick Enroll a Student
3. Override Service Indicator & Enroll in Class.
4. Drop Enrollment
