'No Matching Buffer Found For Level Special GPA' Error When Accessing Term Activation Component

Symptoms
On : 9 version, Student Information
Deleting a term activation row leaves orphan data in the special GPA record. This results in the following error when users try to access the component for the student:

No matching buffer found for level Special GPA.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu - Records and Enrollment - Student Term Information - Term History and add a special GPA.
2. Navigate to Main Menu - Records and Enrollment - Student Term Information - Term Activate a Student and delete the Term Activation Row for the same term as in step 1.
3. Navigate back to Term History and the error will occur.
