<AdditionalEligibilityIndicator> Tag not being reported as False for Cancelled Pell (Doc ID 2395012.1)

Symptoms


ACTUAL BEHAVIOR
---------------
The <AdditionalEligibilityIndicator> was sent to COD as True. The student is no longer eligible for Pell and the Pell awards have been cancelled. The <AdditionalEligibilityIndicator> must now be reported to COD as False. This is not occurring. In some cases the <AdditionalEligibilityIndicator> is not even in the XML file and in other cases the <AdditionalEligibilityIndicator> is still being reported as True.

EXPECTED BEHAVIOR
-----------------------
The <AdditionalEligibilityIndicator> flag should be set to False when a Pell award is cancelled and the student is less than or equal to 100% pell eligible.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ensure that the AEI flag was originally set to True for a Pell record

2. Cancel the Pell award

3. Run Pell Origination

4. Run Generate Pell Out

5. Review the XML file

The issue has the following business impact:
Due to this issue, users cannot correctly report AEI to COD.
