Application designer error on validate syntax with delivered code

WEBLIB_PVMOBILE.FUNCLIB.FieldFormula has a field defined with 20 character name. The FLDFIELDNAME field is only 18 characters long. When running a validate syntax or trying to save record with changes, on DB2/LUX non-unicode, you get a right string truncation error and the changes are not saved. Fieldname defined in peoplecode is VAT_SVC_PERFRM_FLG_1 and does not exist in the database.

On a DB2/lux database running a non-unicode database open application designer
open peoplecode on field FUNCLIB for FieldFormula
Click the syntax validation process

The issue can be reproduced at will with the following steps:

1) Open application designer
2) Open record WEBLIB_PVMOBILE
3) Open PeopleCode FUNCLIB.FieldFormula
4) Click green check mark, Validate Syntax

The issue has the following business impact:
Due to this issue, changes are not getting saved
