Advanced Criteria Rule value forces ALL CAPS

When creating a rule in SCM and selecting the "Advanced Criteria" function, any text entered in the value field changes to all caps when the rule is saved. This is a problem when using delivered transactional binds such as SOURCETRANS because the translates themselves have mixed caps values. When the system updates the value to ALL CAPS then the rule does not function as needed.

NOTE: the value field allows lowercase and mixed caps when using basic criteria.
