PO Dispatch Method 'FAX', system makes unnecessary entry on PO_HDR_PHONE (Doc ID 2398556.1)

On : 9.2 version, Purchase Orders

ACTUAL BEHAVIOR
---------------
When PO's dispatch status selected as FAX, system makes unnecessary entry on PO_HDR_PHONE Table.

When Dispatch method is 'FAX' the system is inserting an entry on PO_HDR_PHONE table.
This Table is used to populate for One time Fax/email section in PO Header Details page.
Although, users do not select any entry in One time Fax/email section - for any other changes in the PO line– it keeps deleting and then inserting the entry on PO_HDR_PHONE Table.


EXPECTED BEHAVIOR

Customer expected data in PO_HDR_PHONE Table.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO dispatch by ‘FAX’
2. Getting warning message: “PO cannot be dispatched via FAX, since there is no Fax number available. (10208,53)”
  OK
3. Data generated in PS_PO_HDR_PHONE even when there is not phone number in the PO Header detail.
  SELECT * FROM PO_PO_HDR_PHONE WHERE BUSINESS UNIT = 'XXXX' AND PO_ID = 'XXXXXXXXXX'.
4. Change PO quantity to 2
5. Query again PS_PO_HDR_PHONE. Data created before has been deleted.
  SELECT * FROM PO_PO_HDR_PHONE WHERE BUSINESS UNIT = 'XXXX' AND PO_ID = 'XXXXXXXXXX'
  No row selected
6. Change quantity to 4 and save.
7. Query again PS_PO_HDR_PHONE. Data created again.
  SELECT * FROM PO_PO_HDR_PHONE WHERE BUSINESS UNIT = 'XXXX' AND PO_ID = 'XXXXXXXXXX'
8. Change PO quantity to 5 and save again.
9. Query again PS_PO_HDR_PHONE. Data has been deleted again.
  SELECT * FROM PO_PO_HDR_PHONE WHERE BUSINESS UNIT = 'XXXX' AND PO_ID = 'XXXXXXXXXX'
  No row selected

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, unnecessary data is creating in PS_PO_HDR_PHONE.
