When trying to add an COBRA Non Employee the following error is issued while saving

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into the application
2. Navigate to Main Menu -> Benefits -> Aminister COBRA Benefits -> Maintain COBRA Non-Employees -> Create COBRA None-Employee
3. Complete the fields with the data of an Test Employee.
4. Save component and note the error is triggered
