E-AD:Cannot Create New Group Data Entries After PT Upgrade To PT 8.54.35, 8.55.23 And 8.56.08

Symptoms

ACTUAL BEHAVIOR  
---------------
Search record is not functioning after the tools upgrade. The supplier id, supplier name are being defaulted

Search record has a default property which supposed to work based on the key fields in the record but it's not working correctly after the tools upgrade and recent CPU patch 8.54.34 to 8.54.35. When try to add new values, it errors

"The value you tried to add already exists. Select it below if you'd like to update it, or specify a new value in the fields above".

 Issue also exists in PT 8.55.23 and PT 8.56.08

EXPECTED BEHAVIOR
-----------------------
The data should not be pre-populated when adding new rows.

STEPS
-----------------------
The issue can be reproduced at will with the following steps (Please note, this happens on multiple pages):
1. Log into PeopleSoft
2. Navigate to:  Main Menu> Accounts Payable> Vouchers> Add/Update> Regular Entry
3. Notice that the supplier information is already populated
4. Try to blank it out, it will re-populate again

BUSINESS IMPACT

The issue has the following business impact:

Due to this issue, users cannot update the voucher they would like to.  They are stuck on the same voucher value that comes pre-populated on them.
