Pushback Not Routing Back To Skipped Approver

Information in this document applies to any platform.
In Approval work flow, if one of the approvers failed to act (approve or deny) in the specified time it is skipping the approver and moving to the next approver queue. Again if the current approver pushes the REQ/PO back, it is not going back to the approver who was skipped.
Steps to reproduce the issue:
1.Create a requisition
2.Submit for approval
3.Added additional Approvers as shown
4.First approval path completely approved
5.On second header level approval path
Step approvers in below order -
VP2 and BBELL approved.
Now approval is pending with Wendycho.
Wendycho Failed to act on approval.
6. Run the approval escalation process EOAW_NEM
7.Wendycho Skipped and approval moved to Chrisbaker
8.Log in as Chrisbaker pushback to previous approver
9.Approval pushed back to BBELL instead of Wendycho
Pushbacks not routing back to skipped Approver. It should go to Wendycho.
