Calculated Retro Deduction Incorrect when Empl Rcd 1/Ben Rcd 0 and No Empl Rcd 0 (Doc ID 2400589.1)

Symptoms

For an employee hired on Empl Rcd 1 with Benefit Record 0, when a retroactive deduction is calculated, the old deduction is reversed but no new deduction is calculated, resulting in a refund of the entire deduction.

STEPS
---------------------------
1. Hire an employee on Empl Rcd 1 with Benefit Record Number 0 (Navigation: Workforce Administration > Personal Information > Add a Person).
2. Process the employee's Benefits Administration event, enrolling him/her in benefits (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
3. Calculate and confirm the pay period with the employee's first paycheck (Navigation: Payroll for North America > Payroll Processing USA).
4. Reprocess the HIR event causing a change in the Elect Date on the employee's enrollments  (Navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance).
5. Calculate the retroactive deduction for the change in the benefit election (Navigation: Payroll for North America > Retroactive Payroll > Retro Benefits/Deductions > Process and Review Requests > Calculate Retro Ben/Deds).
6. Result of retro calculation showing -15.32 (Navigation: Payroll for North America > Retroactive Payroll > Retro Benefits/Deductions > Process and Review Requests > Update Retro Ded Calc Results).
