MSS Termination Transaction Not Saving When Encountering A CI Error Deadlock issue

Symptoms
When attempting to perform MSS termination,the following error contain in the mail.

The following transaction has failed to update the database.
Employee ID: %2
Employee Name: %3
Transaction: %4
Employee Record: %5
Effective Date: %6
Effective Sequence: %7
Action: %8
Action Reason: %9
CI error (i.e. No buffer rows, or contention/deadlock on the PSIBQUEUEINST or PSAPMSGPUBSYNC ),

The issue can be reproduced at will with the following steps:
When MSS Termination Request is submitted CI error occurs.The PS_HR_TERM_DAT and PS_HR_TERM_STA have no record for that submitted termination transaction and at the same time an email with %number bind variables is sent.
