After 9.2 Upgrade, When Copying A Requisition With Attachments You Cannot View The Attachments On The EPro Requisition (Doc ID 2403982.1)

Symptoms

Issue:-After 9.2 upgrade from 9.1, when copying a Req with attachments that was created before the upgrade, you cannot view the Attachments on the ePro req page.

Steps To Reproduce the Issue:-

Using a requisition created in release 9.1 and upgraded to 9.2:
1. Go to Manage Requisitions. Copy the Requisition into a new requisition.
2. From Manage requisitions, click the Req ID link for the new Req.

Observation:-
Attachments not visible for the Requisitions copied from 9.1
