EPY: Fluid Paycheck - Conditional Navigation Not Functioning For Fluid Paycheck Page With Payroll Tile

Symptoms
ISSUE #1:
On : PeopleSoft Enterprise ePay (Payroll for North America) version 9.2, Conditional Navigation not functioning as expected for Fluid Paycheck page and Payroll Tile.
When providing an employee access to the Payroll Tile and the Fluid Paycheck page, the employee continues to have access to the classic paycheck page from the menu navigation.
This occurs when using the newer Payroll Tile to access this and attaching these through the Hub (Portal) along with additional Self Service Classic pages.
The customer would expect to see consistent Fluid page using Classic navigation or using Fluid navigation. The customer also expects Titles to be consistent at the top of the Fluid page and the Self Service page.
ISSUE #2:
Payroll Tile looks different when the OPRID has PeopleSoft Administrator as a Role. They added the Fluid Dashboard- ESS PNA Role to the OPRID that doesn't have PeopleSoft Administrator and the tile doesn't work the same as when the OPRID has PeopleSoft Administrator. When the OPRID has the PeopleSoft Administrator, it takes them to the Fluid dashboard. When they grant them access to the Fluid Dashboard without PeopleSoft Administrator or Portal Administrator, it doesn't behave the same. When they were in FULL PUM 33, our users can have PeopleSoft Administrator and still see the Classic version. They would prefer to see the Classic version when having the PeopleSoft Administrator Role.
They are going to HCM Full PUM 37 PT 8.58.08. It didn't work tis way in FULL PUM 33 and PT 8.57.12.
