E-UPG: Peopletools 8.56 Upgrade Fails At Step - Completing The PeopleTools Conversion , Trace shows PeopleCode Issue with UPGPT846PP.SC_CONV.COLLATTR (Doc ID 2404738.1)

On : 8.56 version, Upgrade

While upgrading PeopleTools from Portal 9.1 PeopleTools 8.52 to Portal 9.1 PeopleTools 8.56.08, the peopletools fails at Step "Completing the PeopleTools Conversion" with error message:

The issue can be reproduced at will with the following steps:
1. Upgrading PeopleTools from Portal 9.1, Tools 8.52 to Portal 9.1, Tools 8.56.08,
2. Run step: Completing the PeopleTools Conversion

The issue has the following business impact:
Due to this issue, users cannot complete the PeopleTools upgrade from 8.52 to 8.56
