Self Identification of Ethnicity for 'I Decline to Answer' While Applying for a Job Posting does not update the Records correctly.

Symptoms

Self Identification of Diversity is not updating the records appropriately after each application is submitted.

STEPS

The issue can be reproduced at will with the following steps:
1) Login as PS/PS
  a) Go to Careers and Register
  b) Apply for the first job with both the gender and ethnicity as ‘I decline to answer’ and submit the job.
  c) Run sql for gender and Ethnicity

        SELECT A.SEX, A.* FROM PS_HRS_APPLICANT A WHERE A.HRS_PERSON_ID = :APID;
        SELECT * FROM PS_HRS_APP_DIV_ETH A WHERE A.HRS_PERSON_ID = :APID;

  d) Result: Gender is updated as U Ethnicity is not updated

2) Apply for a second job with gender as Female and Ethnicity as White and run the above sql
  Gender is updated as Female and Ethnicity is updated as White

3) Apply for a third job with both the gender and ethnicity as ‘I decline to answer’ and submit the job and run the above sql.
  Gender is updated as U and Ethnicity is not updated.
