E-CI: PT 8.54.35/PT 8.55.23/PT 8.56.08 Create() Method Returns "Row already exists with the specified keys. {XXX_MY_CI} (91,49)" Error (Doc ID 2405293.1)

Symptoms

On : 8.55.23 version, Component Interface

ACTUAL BEHAVIOR
----------------------
Customer upgraded to PeopleTools 8.55.23, and is using the CI (Component Interface) PeopleCode API's Create() method.

When executing Create(), the following error is returned.  "XXX_MY_CI" is the name of the CI.

"Row Already Exists with the specified keys. {XXX_MY_CI} (91,49)"

Note:  The same code works successfully in other 8.55.xx patches, and the issue is not specific to the CI PeopleCode APIs. Also, the code used is NOT setting all create keys, especially keys having a temporary default value  of "NEXT" or "NEW".
