Employment Record Number Is Blank When Manager Submits Smart HR Transaction

Symptoms
When using the Smart HR template, the Manager selects their direct report but the Employment Record Number is not getting populated. The Manager can still move forward but it shows as a blank required field.
If using the template as an Administrator, the Employment Record Number is defaulted in based on the PER_ORG on the template. The Employment Record Number should also be populated when a Manager uses the Smart HR Template.
The issue can be reproduced at will with the following steps:
1. Navigate to Manager Self Service > Job and Personal Information > Smart HR Template > Smart HR Transactions
2. Select the Smart HR Template and click Create Transaction
3. Click Find Person and select direct report
4. Note the Employment Record Number is not getting populated
