Blank Page Appears When Try To Create A Special Request Again After Copying Requisition (Doc ID 2406386.1)

Blank Page appears when try to create a special request again after copying a requisition.

Steps to reproduce the issue:

1.Log in as VP1
2.Go to eProcurement > Requisition
3.Create a special request requisition
4.Save and Submit for approval
5.Approve the transaction
6.Log in as WENDYCHO
7.Copy the above requisition which was submitted by VP1
8.Click yes to override the defaults and the requestor
9.Click for Save for later to save requisition
10.Click Requisition in the breadcrumbs to create another requisition
11.Click Ok on Requisition Settings page
12.Click the Special Requests link to create another special request requisition
13.Received the blank page and cannot create the special request requisition.

But the same time if you click eProcurement breadcrumb, Requisition and then Special Requests again page appears fine.
