EBI9.2: Does The System Allowing To Enter UIN Feature For India GST?

Question: Why system is not allowing to enter UIN of customer in the system, when trying to enter UIN of customer at Setup Financial/ Supply Chain/ Common Definition/ India GST/ Customer Tax Applicability?
System does not allow entering UIN instead of GSTIN - message is: "The 14th character of GSTIN should have the value 'Z' (9010, 251)".
Since customer's main location is in U.S, UIN number has to be used instead of GSTIN for India location.
But, when entering UIN number at in Menu> Set Up Financial> Common Definition> India GST> Customer tax Applicability, system is not allowing to use UIN instead of GSTIN.
