HCM Service Registry refresh cache - IB error

When in Set Up HCM > System Administration > HCM Registry > Service Registry and clicking Refresh Cache on the HCM Service Framework, the customer is getting a message

The issue can be reproduced at will with the following steps:
1. Go to Set Up HCM > System Administration > HCM Registry > Service Registry
2. Click Refresh Cache
3. Receive Error
