"No Matching Buffer Found For Level. (15,26)" Error When Trying To View Approvals For Requisition

When attempting to View Approvals for the Requisition the following error occurs.
No matching buffer found for level. (15,26)
Steps To Reproduce the Issue:-
1. Edit a requisition that has attachments with no comment and is in PO_Dispatched status
2. Increase the Requisition value
3. Submit the requisition changed (submit the requisition amount increase)
5. On the manage requisition page Edit again the same requisition and add another attachment
5. Save and submit the changes
6. Navigate to Manage Requisition page, search the requisition edited and click the Approval link.
7. Error message will be displayed "No matching buffer found for level.(15,26) ....."
