Why Is The SQL Mentioned Below Being Run In A Loop During Tuition Calculation?

Goal

When running tuition calculation, the following SQL was identified to be running in a loop and taking enormous amounts of system resources:

UPDATE PS_SF_COMMON_ID
SET ITEM_NBR_LAST = ITEM_NBR_LAST
WHERE BUSINESS_UNIT = :1
  AND COMMON_ID = :2
  AND SA_ID_TYPE = :3

The command above doesn't seem to be doing any meaningful work. The same piece of code was found in eleven different dms files, all delivered:

sfplnadj.dms

sfplncal.dms

sfpplncl.dms

sfpqkorg.dms

sfpqkpst.dms

sfpqpost.dms

sfpqpwkr.dms

sfpqpywk.dms

sfptprcl.dms

sfptpreq.dms

why is this command being run? What does it achieve?
