Project Copy goes to error when the new start date under project copy equal to last project managers effective /start date.

Steps to reproduce the issue:
1. Create a project with start date 01/01/2018 and end date 12/31/2018.
2. Add an activity.
3. Add three project managers as team members.
Employee 1, Start Date: 01/01/2018, End Date: 03/31/2018
Employee 2, Start Date: 04/01/2018, End Date: 09/30/2018
Employee 3, Start Date: 10/01/2018, End Date: 12/31/2018
5. Click on Copy Project button.
6. For the new project, select the new start date 10/01/2018 and click on Copy button.
