E-MCF: MCFOutboundEmail; Sending Mail Notification Fails After TLSv1.0 Blocked For Use: Error Could not convert socket to TLS (Doc ID 2415249.1)

Symptoms

On : PT 8.55 through PT 8.57.01 version, MCFOutboundEmail.

Reporting Site Exchange Team made an Enterprise wide change to block use of TLSv1.0 and require TLSv1.2 be used. Since then no email can be sent from PeopleSoft. Errors are now seen in both the APPSRV_MMDD.log and the SMTPM_D.log. When packet trace was done, it shows that TLSv1.0 is still being used.

The issue can be reproduced at will with the following steps:
1. Block use of TLSv1.
2. Observe Email no longer works and fails with 'Could not convert socket to TLS' error.
