Unable to see Payroll for North America in Portal despite access exisitng

We have permission lists giving access to three components in the GL Administration area of the Payroll for North America folder in the new Set Up Common Definitions (CS 9.0 Set Up HRMS) area. Though we are able to view other areas of the Set Up Common Definitions folder, we are unable to view this area. We have run portal sync, added and removed permission lists however Users are sill unable to access the page.
