Supplier Bids Are Overwriting 'winning Bid' For The Same Amount (Doc ID 2416172.1)

When a supplier enters a bid that is currently the same as the 'winning' bid, the second entered bid for the same amount is overwriting the first bid. This is occurring during a reverse auction when 'must beat winning bid' is not selected in the Event Details and Options page.

The first time stamped winning bid should not be overwritten by the second. The second bid should receive the message that they are still outbid and be forced to lower their bid.

The issue can be reproduced at will with the following steps:
1- Create a new Auction Event.
2- Add items, Invite two bidders and post the event.
3- Bidder#1 enter a bid for amount 30(He won the Auction)
4- Bidder#2 Enter the same bid amount, His bid status is OUTBID
5- Bidder#2 lower the Bid and he won the bidding which is expected.
6- Bidder#1 lower the Bid too to the same amount,now he won the Auction which is shouldn't
