Federal PAR Action Issue – System Is Not Blanking Out The Step Field On Employee Job Data Even When Step is not specified in Position Data.

When creating a new Federal PAR action for an existing employee the Step field does not get blanked out when an employee is placed into a new position where the position does not
contain a value in the position record’s step field.
Step filed should be blank when employee is placed in to a position that does not have a value in the Step field.
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Administration > Job Information > HR Processing USF > Compensation Data
2. Change to the Data Control page and add a Federal PAR transaction for the active Employee. Use any Action, Reason Code and NOA code combination that would require a change of the Employees Position number for the transaction being entered
3. Select the Job Data page and change the Position value from the current position to a new position that does not have a value in the Step field.
4. Select the Compensation Data page and observe that the Step value for the new PAR is the same value from the previous PAR transaction and has not been blanked out.
