EEX 9.2: Inactive Business Purpose Not Displayed When Viewing Expense Report In Fluid (Doc ID 2417202.1)

When a Business Purpose has a new effective dated row with an Inactive status then any expense report that used that value displays a blank for the Business Purpose, even if the report was paid several years prior to the inactivation date.

The issue can be reproduced at will with the following steps:
1. Create and save an Expense Report with and older Expense Date
2. Now inactivate the Business Purpose used in the Expense Report
3. Open the Expense Report Classic PIA
  --- In Classic in view Mode Business Purpose still shown on the Expense Report
4. Open the Expense Report in My Expense Report

Actual Result:
It is showing Business Purpose as Blank. Issue is not specific to any status

Expected Result:
Inactivated business purpose should show in Fluid view mode as classic
