ETL9.2: The Transaction Is Not Being Escalated And No Escalation Notification Being Generated To The Level 2 Manager After 1 Hour.

Symptoms

TL Reported Time Approval is being escalated but none of those actions appear to work.

STEPS
-----------------------

1. TLReportedTime has been configured for event "On Escalate"
2. The process has one stage with one path and one step which is pulling approvers from the reports to field in position management.
3. The transaction to escalate to the Level 2 manager (TLByPosMgmtLevel2) after 1 hour of no action from the Level 1 manager (TLByPosMgmt) should be performed but it doesn't.
4.  The emails are not getting generated for escalation.
