GSS Transactions are not Automatically Updating the Database when the 'Update Position Data' Configuration is Enabled

Symptoms

After configuring Manager Self Service transaction to Update Position Data, the below error is received after the transaction is approved:

No rows exist for the specified keys. {CI_POSITION_DATA} (91,50).


The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu > Set Up HCM > Common Definitions > Guided Self Service > Transaction Configuration
2. Select Transaction ID: HR_LOCATION CHANGE, and for the Position Data Options, enable the 'Update Position Data' option with Reason: Position Data Update
3. Navigate to Main Menu > Set Up HCM > Common Definitions > Self Service > Workflow Configurations
4. Disable Approvals and Enable Automatic Database Updates
5. Navigate to Main Menu > Manager Self Service > Job and Personal Information > Request Location Change
6. Submit Location Change for employee using Position Management
7. Note the above error is received after manager saves the transaction
