ETL 9.2: WHEN EDITING TIME THROUGH FLUID IN IE, LARGE EMPTY SPACE SHOWS ON PAGE

Symptoms

On : 9.2 version, Time Reporting

ACTUAL BEHAVIOR
---------------
Fluid Time tile page layout looks awkward when the user tries to edit the time. It opens but there is a big empty space on the page and only a couple rows at the bottom.

After user submitting the time, and then Try to edit the timesheet, and click the Quantity text box (trying to edit the hours), the page layout is changed and the fields shown at the bottom of the page.  

EXPECTED BEHAVIOR

Large empty space should not be shown on the modal page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 
Through fluid self-service on the home page, click on 'Time' tile. If it is not there, it needs to be added using the 'Personalize Home Page'.
Click on 'Report Time' on the 'Time' fluid page.

The issue has the following business impact:
Due to this issue, users see an unnecessary space on top of the page.
