Symptoms
On : 8.54 version, File Attachments
When attempting to transfer files from Peoplesoft to a Vendor,
the following error occurs.
ERROR

PSCurlFileTransferSession: Upload : File Transfer Failed : FTP library Error code : 2 - Failed initialization
STEPS

The issue can be reproduced at will with the following steps:
1. Run a process in PeopleSoft that transfer a file to vendor
2. Error PSCurlFileTransferSession: Upload : File Transfer Failed : FTP library Error code : 2 - Failed initialization

The issue has the following business impact:
Due to this issue, users cannot send files to Vendor.
