Symptoms

Environment
-----------------
Development, Demo
PT Version 8.54.32
PUM 7

Problem statement
-----------------------
Only the owner is able to amend and update the task even if he/she not belongs to that provider group. The owner has to remember to manually remove their name from the owner field and save the task.

Actual behavior
--------------------
This causes us an issue as only the owner is then able to amend and update the task even if he/she not belongs to that provider group. The owner has to remember to manually remove their name from the owner field and save the task. We want the owner field is null when the provider group is not empty.

Expected behavior
------------------------
The owner field should be null when the provider group is not empty.

Steps
--------
1. Add task by using task group template.
2. In Task Group Template, there is a provider group configured for the group “ER -1st Formal PIP"
3. Go to the task detail page, we will see a person is display in the owner field. This person is the one who created the Task but he/she does not belong to the Provider group.
4. Login as a member of that provider group, notice that we are not able to edit the Task.
