E-PORTAL: Tags are Not Showing Correctly in "Add Article" Page of Content Management

ACTUAL BEHAVIOR
---------------
The tags, in any article, show outside of the groupbox for the Tags. This is confusing for end-users
EXPECTED BEHAVIOR
-----------------------
Tags should show as expected and delivered in Image 3
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Content Management -> News Publications -> Browse Publications -> Pick on any folder, and navigate to the point where you can add an article
2. Click to "Add Article"
3. Fill in the information for the article: Title, Summary, Text or HTML
4. When expanding on the "Tag", add any bogus tag (for testing purposes)
5. Notice that in Image 6, the tag shows outside of the tags box, whereas in Image 3, it shows inside of the tags box
