FS_EVENTGEN Req Close Backout Not Created (Doc ID 2424105.1)

Symptoms

FS_EVENTGEN Req Close backout not created.Users cannot budget check Requisitions.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.) Create a 2 line Req in FY2011 w/ unexpired fund code.

2.) Budget Check and Entry Event the Req.

3.) Cancel line 1 of the Req.

4.) Budget Check and Entry Event the Req.

5.) Change the amount on line 2 of the Req (keep accounting date the same).

6.) Budget Check and Entry Event the Req. --There is no backout of the REQCLOSE entries created in Step 4 for line 1 (wthin the same accounting period)

7.) Change the Accounting Date to the next accounting period.

8.) Budget Check and Entry Event the Req. --There is no backout of the REQCLOSE entries created in Step 6 for line 1 (crossing accounting periods)
