Not Able To View The Attachment In the Approval Page (Doc ID 2426235.1)

 User attaches attachment on requisition line and submit the requisition for approval. When the requisition is opened from the "View Approval" option the approver is not able to view the attached document int he requisition.

The issue can be reproduced at will with the following steps:
1. Create a requisition with one line.Add comment and attachment.
2.Copy the requisition to create a new requisition.
3.Edit the line 1 OK.Click save for later.
4.Add one more check out.
5.Edit the line 1 comment.
6.Comment is duplicated in two lines.
7.Delete the attachment from the line 1 and add the attachment to the inactive line 2.
8.Save the requisition.
9.Go to view line details.the attachment is missing.
