ETL9.2: Time And Labor Auto Enrollment Process Is Not Inactivating Employees From Time And Labor

Symptoms
Time and Labor Auto Enrollment Process is set to inactive Time Reporter Data through Auto Enrollment on '0-Zero' days , but the system is not inactivating the Time Reporter Data.
The issue can be reproduced at will with the following steps:
1. Inactivate employee in job via Workforce Administration > Job Information > Job
2. Run Time and Labor Auto Enrollment Process Navigate to Setup HCM > Install > Product Specific > Time and Labor, Auto Enrollment Tab
3. Check if issue employee is excluded as part of the exclusion query on the Installation table.
4. Process is not Inactivating employees from Time and Labor
