The issue has the following business impact:
* Users lose data. Users lose confidence in the system.
* "This page is no longer available" has been in the "known issues" list since before we went live on 9.1, Tools 8.53 back in 2011 and on 9.2 in April 2017.
* Fluid navigation collections and classic work centers were pushed hard during our upgrade to 9.2 to replace the breadcrumbs.
* Experienced users are now leery of using *any* navigation collections or work centers for fear of losing data, whether using one or two windows.
* Users are given conflicting messages.
  1. Use the work centers and navigation collections because they are the simplest ways to get around the system.
  2. Avoid the work centers and the navigation collections, otherwise risk losing data.
* 400+ regular users. Averaging 120 concurrent users.
* Milestone: Go-live with Image 25, Tools 8.55.19 targeted for Jan 16, 2018.
